Heat or groceries? Massachusetts offers $680 help as winter bills spike
Massachusetts declared an energy emergency. The state rolled out up to $680 in one-time help for many families who heat with oil and more aid for low-income households.
Electric bills in the state rank fourth-highest in the country. Home heating oil hit $6.08 a gallon at the end of September, up 73% from a year ago. About one in five households still rely on heating oil.
The governor’s order creates a new benefit for roughly 50,000 middle-class families who were shut out before. For a family of four, those earning over $103,049 and up to $171,749 can get up to $680.
The plan also boosts help for about 156,000 low-income households through the Home Energy Assistance Program. Oil heat aid rises 20%. Homes with utility heat get a 15% increase.
The state says the package will deliver nearly $150 million in savings. It will pause the SMART program charge on electric bills from January through March. It will cut this winter’s Alternative Energy Portfolio Standard by 50% to lower supply rates. The state set up a new Emergency Winter Warmth Fund with Citizens Energy to catch families still falling behind. State leaders pointed to global conflict driving prices higher. None of that pays your bill next week.
Heat or groceries is not a choice.
One side is taking charges off your electric bill and getting cash into your hands before the cold hits. The other side has worked to keep power. In Missouri, a Republican-backed congressional map got blocked by the Supreme Court again. That fight changes who holds seats, and it will not lower your heating bill.
You do not have to be a Democrat to see what matters here. Pick the leaders who cut your bill, not the ones redrawing maps.
- Ask your utility how the winter charge pause and supply-rate cut will change your bill
- Share this with a neighbor who hasn’t linked their heat bill to these policy choices
- Vote in 2026 for leaders focused on lowering your household costs, not playing power games
- Check your voter registration at Vote.gov
